Elias Stamas is a senior executive with over 15 years of experience in the Cleaning Industry. He holds the role of Chief Executive Officer at GJK Facility Services, providing leadership, strategic planning, and tactical execution of business strategy.
Known for his warm demeanour and passion for the industry, Elias has an acute understanding that leadership and people drive the success of an organisation.
As a BSCAA committee member since 2017 and appointed as President in 2018, he is passionate about the success and growth of the industry and is keen to harness the collective power of like-minded individuals and organisations. Elias believes the future of the Industry hinges on continued collaboration to learn and exchange best practices to deliver tailored customer-centric solutions.
SPIROULLA POLYCARPOU, VICE CHAIR, COMMITTEE MEMBER
Spiroulla Polycarpou is the General Manager, APAC at Globe Williams International, with over 15 years’ experience in the facilities management sector. She has led complex, multi‑site operations and brings strong expertise in service delivery, workforce management, compliance, and strategic growth within highly regulated environments.
As Vice Chair and a BSCAA Victorian Committee Member, Spiroulla contributes practical industry leadership grounded in real‑world operational experience. She provides a strong commercial and governance perspective to the committee, supporting informed advocacy, constructive engagement with government and stakeholders, and initiatives that strengthen professionalism, sustainability, and best‑practice outcomes across the cleaning and facilities management sector.
KASUN SAMARAWICKRAMA, COMMITTEE MEMBER
Kasun has worked in the Cleaning and Soft Services industry for over 20 years, holding senior leadership roles across prominent organisations. He is currently the Chief Executive Officer of Blue Sky Services, where he leads strategic growth, operational excellence, and innovation.
Kasun is passionate about driving sustainability initiatives and implementing cutting edge solutions that enhance efficiency and environmental responsibility.
His experience spans large scale operations, workforce development, and fostering industry best practices.
Joel Kaplan, COMMITTEE MEMBER
Joel Kaplan is the Managing Director of Kaplan Group, a family‑owned business specialising in window cleaning and rope access services. He leads the company’s strategic direction and delivery of major projects across Melbourne and Victoria, servicing commercial, retail, healthcare and education facilities, with a strong focus on safe, high‑quality service and client partnerships.
As a member of the BSCAA Victorian Committee, Joel is a strong advocate for small and medium‑sized cleaning businesses, supporting the sector through practical, hands‑on initiatives such as onsite demonstrations, safety‑focused training and peer learning. He is committed to strengthening industry capability, safety and professionalism through accessible, real‑world resources for members.
